With reference to your letter (62891/29) of the 5th ultimo
regarding the proposed establishment of a Police Federation in
Hong Kong, I am directed by Mr. Secretary Clynes to transmit to
you, as requested, two copies of the Police Act, 1919.

and 2 and its constitution is laid down by the Schedule to the

These provisions have not subsequently been amended. The organisation and administration of the police service
in this country are described in the accompanying printed
memorandum. The provisions of the Act of 1919 in question were
enacted to give effect to the recommendation in paragraphs 80-82
of the Report of the (Desborough) Committee on the Police Service of England and Wales (1919) that means should be provided to
enable the police to submit to the authorities, through their
chosen representatives, representations with regard to any changes of pay or other matters affecting the service as a whole.
It will be observed that the scope of the Federation, as
set out in section 1 of the Act, covers all matters of welfare
and efficiency, other than questions of discipline and promotion
affecting individuals, but membership is confined to men under
the rank of Superintendent. In addition to attendance at the
Police Council established under section 4(2) of the Act, it is
open to the various Central Committees of the Federation to
submit representations to the Secretary of State direct, while
